Subject: [PATCH] alternate version of user_of_interest, called
 open-ils.collections.users_of_interest.warning_penalty.retrieve, which
 searches for users that have the PATRON_EXCEEDS_COLLECTIONS_WARNING applied
 within a givin time frame instead of calculating the transaction totals. 
 Adds a new max_age option to limit how far back we look for users
