lp1825891 Hatch Windows Installer ProgramData logs

- Create ProgramData/Hatch dir and associated registry key upon installation
- Remove ProgramData/Hatch dir upon uninstallation
- Set hatch.properties and logging.properties data directory and logging path
to ProgramData/Hatch(/hatch.log)
