Adding EOB/Project Board elections

Adding EOB/Project Board elections

Also added Westchester County go live date (this date could use some
confirmation. I'm sketchy on a few things:
* I included the volunteers for the original governance committee based on who
is listed on the Project Governance web site. But, based on email threads, there
may have been more people who originally volunteered. I don't know if more
names need to be added.
* I guessed on the date for the 2020 Project Board election results.
