This motion also updates the list of cohorts to reflect the board
membership as of the end of the 2014 Evergreen conference.

to the Rules of Governance formalizing its ability to delegate powers to
ad-hoc event committees.

Add clarification that terms of Fiscal Sponsorship Agreement prevail

Per Bradley Kuhn, we need to clarify that the scope of the Rules of Governance
is limited to the Evergreen Oversight Board, and do not extend to the Fiscal
Sponsor (Software Freedom Conservancy).
